Designated as a Community Development Block Grant (CDBG) entitlement community by the U.S. Department of Housing and Urban Development (HUD), the City of Jamestown qualifies annually for grant funding to support housing and community development initiatives. To receive this funding, the City is required to submit a Consolidated Plan that outlines community needs and priorities for the use of grant funds.
The City of Jamestown’s 2025 Annual Action Plan serves as a supplement to—and will be implemented in coordination with—the City’s 2025–2030 Consolidated Plan, which is currently in development. The Consolidated Plan provides the foundation for a comprehensive neighborhood and community development strategy.
The Annual Action Plan builds upon this foundation by identifying and detailing specific housing and community development activities that will help implement the City’s strategic goals. It also provides an opportunity for the City to assess progress toward the goals established in the Consolidated Plan and to revise strategies or adjust objectives as necessary.
The draft 2025 Annual Action Plan is currently being revised based on the goals and outcomes outlined in the 2020–2025 Five-Year Plan.
