The mission for Code Enforcement in the Department of Development is to safeguard life, health and property, preserve the City’s housing and enhance neighborhood livability. The City of Jamestown’s certified Code Enforcement Officers, Target Area Code Enforcement Specialist, and Building Inspector is to enforce the Property Maintenance and Conservation, Chapter 215 of the Code for the City of Jamestown.
The goal of code enforcement is to resolve housing code violations with the property owners and tenants in a collaborative manner. When a complaint or request for a code enforcement action is received by the Department of Development, a Code Enforcement Officer will be dispatched to the property to investigate the initial complaint, look for any additional violations of Chapter 215 and the International Property Maintenance Code. Photographs will be taken by the Code Enforcement Officer to document the initial and all follow-up inspections. If there are found to be a violation(s), either a Notice of Violation will be issued or an Appearance Ticket to City Court.
An Appearance Ticket to the next available court date will automatically be issued for such violations as junk & debris, high grass & weeds, infestations, and unregistered vehicles.
A Notice of Violation will cite the code violations to property such as peeling paint and other exterior and interior structural issues. A comply by date will be included in the Notice of Violation with pictures of the offense and a citation of the code. If there has been no progress in addressing the issue(s) an Appearance Ticket will be issued. There is an automatic $100 fee that is in addition to a fine levied by the Housing Court judge.
