Designated as a Community Development Block Grant (CDBG) entitlement community by the U.S. Department of Housing and Urban Development (HUD), the City of Jamestown qualifies annually for grant funding to support housing and community development initiatives. To receive this funding, the City is required to submit a Consolidated Plan that outlines community needs and priorities for the use of grant funds.
The City of Jamestown’s 2026 Annual Action Plan serves as a supplement to—and is implemented in coordination with—the City’s 2025–2030 Consolidated Plan. The Consolidated Plan provides the foundation for a comprehensive neighborhood and community development strategy.

The Annual Action Plan builds upon this foundation by identifying and detailing specific housing and community development activities that will help implement the City’s strategic goals. It also provides an opportunity for the City to assess progress toward the goals established in the Consolidated Plan and to revise strategies or adjust objectives as necessary.
