City of Jamestown Safe Streets for All (SS4A) Safety Action Plan

Project Overview

The Safe Streets for All (SS4A) program, administered by the United States Department of Transportation (USDOT), provides federal funding to support local initiatives aimed at reducing and ultimately eliminating roadway fatalities and serious injuries. The program funds two categories of projects: planning and implementation.

The City of Jamestown was awarded a planning grant under the SS4A program to develop a Road Action Plan (RAP). This effort will be guided by the “Vision Zero” framework, a data-driven planning approach that prioritizes roadway safety and seeks to eliminate all traffic fatalities and severe injuries while improving safe mobility for all users. The RAP will apply a Safe System Approach, focusing on systemic improvements to roadway design, policy, and operations to create a safer transportation network throughout the community.

Objectives of a Safe System Approach

Implementation of the National Roadway Safety Strategy (NRSS) is structured around five complementary objectives that align with the core elements of the Safe System Approach. Together, these objectives focus on reducing roadway risk, mitigating human error, and minimizing the severity of crashes when they occur.

  • Safer People: Promote safe and responsible behavior among all roadway users while creating conditions that prioritize their ability to reach their destinations without harm.
  • Safer Roads: Design and maintain roadway environments that anticipate human error, reduce the likelihood of crashes, and support safer travel—particularly for vulnerable users such as pedestrians and cyclists.
  • Safer Vehicles: Expand the availability and use of vehicle technologies and safety features that help prevent crashes and reduce the severity of impacts for drivers, passengers, and pedestrians.
  • Safer Speeds: Promote safe travel speeds across all roadway environments through a combination of context-appropriate roadway design, clearly established speed limits, targeted public education, and consistent enforcement.
  • Post-Crash Care: Improve crash survivability through rapid access to emergency medical response, while ensuring safe operating conditions for first responders and reducing the risk of secondary incidents through effective traffic incident management practices.

What is a Road Action Plan?

A Road Action Plan (RAP) is a strategic framework designed to help the City of Jamestown systematically reduce serious injuries and fatalities on its roadway network. The plan establishes a comprehensive safety strategy while positioning the City to compete for future federal and state funding to implement roadway safety improvements that benefit all users.

  • Clear Goals & Commitments: Establishing measurable goals and a formal commitment to reduce—or ultimately eliminate—roadway deaths and serious injuries.
  • Safety Analysis: Conducting a data-driven review of crash history, roadway design, traffic speeds, and user behavior to identify systemic safety risks.
  • High-Risk Network Mapping: Identifying corridors and intersections where crashes are most frequent or severe, allowing the City to prioritize locations where safety improvements will have the greatest impact.
  • Community Engagement: Incorporating input from residents, businesses, and stakeholders who use the transportation network daily to ensure the plan reflects real-world conditions and community priorities.
  • Strategies & Recommendations: Developing targeted engineering, policy, education, and enforcement strategies aimed at improving roadway safety.
  • Implementation Roadmap: Establishing clear priorities, timelines, and potential funding sources to guide the execution of safety improvements over time.

Community input is a critical component of the Road Action Plan. Feedback from residents, businesses, and others who regularly use the City’s transportation network will help ensure the plan is informed by real-world experience and reflects community priorities.

Throughout the summer, the project team will be out in the community hosting a series of engagement opportunities where you can share feedback, identify safety concerns, and offer input on potential improvements. All upcoming meetings and events will be posted here and shared through the City’s social media platforms.
