ARPA Programs Summary for Homeowners and Businesses

The administration of Jamestown Mayor Eddie Sundquist and the Jamestown City Council have approved a number of programs for businesses and homeowners to utilize from American Rescue Plan Act (ARPA) funding. Below is a summary of programs available, eligibility requirements, and due dates.

Senior Citizen Home Improvement Incentive Program (SCHII)Those who have Enhanced STARThe purpose of the Senior Citizen Home Improvement Incentive (SCHII) grant program is to provide financial assistance to eligible senior home owner occupants with home repairs. These repairs are intended for making necessary improvements and to bring the home up to proper housing standards as defined by the current New York State and City of Jamestown Building Code.• Eligible applicants may receive a cash rebate up to $10,000 on various home improvement and renovation. Homeowners who currently receive, or would qualify for, the Aged Exemption (own and live in their home for more than 1 year AND have total household income of less than $22,000) are eligible to apply for a dollar-for-dollar rebate for up to $10,000 in documented repairs or improvements.
• Homeowners who currently receive, or would qualify for, the Enhanced Exemption or Check Program (own and live in their home AND your adjusted gross household income is less than or equal to $92,000) are eligible for a 90% rebate for up to $10,000 in documented repairs or improvements.

Tree Damaged Sidewalks FundResidential Homeowners• The reimbursement rate for sidewalks that were damaged by a City tree (which has since been removed), will now rebate the property owner $6.00/square foot.

To be eligible, you must be a homeowner in the City of Jamestown.

Roof, Sewer Lateral and Water Line Replacement Grant (RSLWLR) Grant ProgramResidential Homeowners• Roof repairs or replacement: The program shall address the repair or replacement of a roof system that has moderate deterioration to moderately severe deterioration.
• Sewer lateral and water line repairs or replacement The sanitary sewer lateral and water line that is eligible for repair or replacement is the part of the system that runs underground from the curb box (shut off valve), which is typically located in the terrace, to the house. One of three conditions listed below must be met to receive a grant for a sewer lateral and water line repair or replacement: 1. Homeowner has received a letter from the Board of Public Utilities (BPU) declaring that the lateral line is in disrepair. This letter will be sent only when BPU finds a problem during their normal maintenance and inspection of the lines. BPU will not inspect the sewer lateral lines by request from a customer. 2. Homeowner has chronic plugged sewer drains that require regular attention from a licensed plumber, and can prove with receipts or invoice from plumber. 3. Homeowner has a history of a bad sewer that has required attention from a licensed plumber, and can prove with receipts or invoice from plumber.

To be eligible, homeowners must:
• Own and occupy at least one unit;
• Total household income cannot exceed $96,125, which is 125% of area median income (guidelines change annually).

Building & Property Infrastructure Improvement (BPII) Grant programBusinesses located in City of JamestownAssistance may be used for the following:
• Roof repairs
• Elevator repairs
• Structural improvements
• Property renovations to improve traffic and pedestrian patterns
• Drainage solutions and repairs
• Other repairs deemed necessary to support day-to-day operations

To be eligible, business owners must:
• Be current on all city, county, and school taxes.
• Be current on Board of Public Utility accounts.
• Be a for-profit business. Not-for-profits are not eligible for funding
• Businesses cannot be national chains.
• Up to $200,000
(Award amount can cover up to 75% of the total project costs, 25% match required)

• Sales and administrative support systems
• CNC software
• ERP systems

• Production machine controller upgrades
• Firewalls
• Point of Sales system
• Other IT updates used in all forms of manufacturing or sales

To be eligible, business owners must:
• Be current on all city, county, and school taxes.
• Be current on Board of Public Utility accounts.
• Be a for-profit business. Not-for-profits are not eligible for funding
• Businesses cannot be national chains.
• Up to $100,000, with a minimum of $5,000 (Award amount can cover up to 75% of the total project costs, 25% match required)Information Technology Upgrades (ITU) Applicationbusiness, point of sale, it, information, technology, businessJuly 15th, 2022

Downtown Small Business Evolution (DSBE) Grant ProgramBusinesses located in City of JamestownGrant assistance may be used for the following:
• Outdoor seating spaces, or creating Parklets.
• Restaurant equipment used to produce a new item or line of items that do not currently exist in menu’s offerings.
• Creation of a coalition of like businesses to engage in group marketing, entertainment offerings, or a series of special events to drive patrons downtown.
• In-house special events to draw patrons to establishment.
• A series of industry related trainings, seminars, workshops.
• Other revenue generating ventures.

To be eligible, business owners must:
• Be current on all city, county, and school taxes.
• Be current on Board of Public Utility accounts.
• Be a for-profit business. Not-for-profits are not eligible for funding
• Businesses cannot be national chains.
• Up to $15,000. This amount may be used exclusively for project costs.
• Businesses may also use 25% of the total project cost for working capital for a total grant award of $15,000.

Business Expansion & Building Acquisition (BEBA) Grant ProgramBusinesses located in City of JamestownGrant Assistance may be used to provide
business owners with capital to assist with necessary improvements to buildings that were
purchased as part of business expansion plans during the two-year COVID pandemic, and in turn
saved vacant properties from further decay and waste. Plans for business expansion will create
jobs, new services, and unique attractions to draw tourists and regional patrons, all of which
create opportunities for long-term growth, job stability, and financial recovery from the COVID-
19 response efforts.
Businesses may use this funding for essential building systems including roof repairs, elevator
repairs, property renovations to improve traffic patterns, drainage solutions and repairs, and
other repairs deemed necessary to support expanded services.
• Awards are structured as fifty-percent grant and fifty-percent forgivable loan. The loan portion
of the award will be forgiven if measurables as stated by the applicant are met by December 31,
2026.
•Awards will assist with up to seventy-five percent of the total project costs in amounts not to
exceed $200,000. A minimum of twenty-five percent of the total project costs will be the
responsibility of the applicant
•Funding assistance will be available to eligible business owners who meet the requirements in Section I of the application.

Equipment & Machine Upgrades Grant ProgramBusinesses located in City of JamestownAssistance may be used to provide businesses
with capital to assist in the procurement of machines and equipment that will directly impact
operations by increasing production, improve manufacturing efficiencies, and/or expand
opportunities to enter other segments of industry and thus directly impact manufacturing
capacity, efficiencies, production, job growth, workforce development, and financial recovery
from the COVID-19 response efforts
Awards are structured as fifty-percent grant and fifty-percent forgivable loan. Awards will assist with up to seventy-five percent of the total project costs in amounts not to
exceed $100,000.

New Business Development Grant ProgramBusinesses located in City of JamestownAssistance may provide funding to business owners with growing their business. Funds may be used to acquire property, make capital investments necessary to expand services and offerings, pay initial operating expenses, and
purchase inventory. The City is defining a “New Business” as one with less than 25 employees and has been in operation more than two (2) years and less than five (5) years. Applications must detail the negative impacts that COVID-19 has had on the new business or the applicant’s ability to start a brick-and-mortar business, and how ARPA funding would be used to counter those impacts.
Awards are structured as fifty-percent grant and fifty-percent forgivable loan. Awards will assist with up to seventy-five percent of the total project costs in amounts not to
exceed $25,000.
