Meeting held Tuesday, July 10, 2018
The meeting of the Riverfront Management Council of the City of Jamestown, New York, was held on Tuesday, June 12, 2018, at 5:30 p.m.
Those present representing the Council were:

The meeting was called to order by Bill Stevenson.
Approval of Minutes of Previous Meeting
A motion was made by Ruth Lundin and seconded by Dave Anderson to approve the minutes of the June 12, 2018 meeting. Carried.

Reports of Committees & Projects
Report from Parks, Recreation & Conservation Commission: Bill spoke with Tom Benson who was asking about the kayak launches. Dave Span told Dave Anderson that they will be installing railing for the kayak launches but no timeframe is set. He said there will be a launch near Panzarella Island and rear the Storage Unit Business. Bill said the Jamestown Cycle Shop has bikes to rent now.
Riverwalk (part of tour): Dave Anderson asked where the erosion issues stand with the NCC property. Bill said Mayor Teresi liked some of the plants up near Comedy Park but there is only Rotary money for trees right now. Dave said if we work with Dan Stone he might be able to figure out a work around. Bill said Twan Leenders is willing to hold off on plantings until the Spring but Bill rather take care of it the issue now. Bill did discuss the erosion issues with the NCC and they agree they need to do something but they’d need to discuss it more after August. Jade asked if there was a timeframe for the money from Rotary to be spent. Luke Fodor said there was not. Jade said that whenever she’s visited bridges in other areas that locks seem to appear. She didn’t know if that was something we’d want to do in Jamestown. Julia said she wasn’t sure the Parks Staff would appreciate having to deal with that. Jade suggested putting up a fence that would be specified for that kind of use. She said it could be a neat attraction. Bill said Dan Stone told him there were still more trees and bushes to be planted on Panzarella Island and elsewhere. Dave Anderson asked if there were going to be more interpretive signs. Julia wasn’t sure. Bill said the next thing that needed to be done was to name the area of the River in between Panzarella Island and the Washington Street Bridge. He suggested a radio contest to get name ideas or for people to vote on names. Jade suggested generating a list of names first for people to vote on so that people didn’t choose something ridiculous.
Bridge Event: Bill said the event went great and that there were a lot of people over the time period of the event. Jade Barber said two comments she heard is that there should be events every weekend and that it would be cool to have an underwater mural on the wall. She said that person suggested that a professional artist could do the design but then the community could give input and participate in painting the design. Jade asked if we knew who owned the wall. Bill said the Gebbie Foundation technically does. He said Greg Edwards gave the okay for the chalk drawings on it at the Bridge Fest event but then he wanted those drawings removed to discouraged graffiti. Bill said security cameras will be needed at some point to help deal with those kinds of issues. He said John Siggins had an idea for that wall involving 3-D printed shapes that screw to the wall.
Riverwalk Restabilization: Dave said female softshell turtles have been nesting and laying eggs in the rehabilitated section already. He said there was a wall built out 8-feet from the shoreline that was backfilled with gravel and covered with soil that’s been hydroseeded. Wetland plants will be put in next. Dave’s concern is that run-off issues from the former Jones Hill Hospital still have not been resolved. Bill said that the gravel put in where there is an issue will help a little. Cassie from Chautauqua Soil & Water told Dave that if permeable pavement goes in it is plowable. That might still happen in the Fall since there is money to do it. Bill said enough was done ahead of the National Comedy Center opening. Dave said the Kidney Walk was held on Sunday and that the river is much more accessible now.
