Meeting held Tuesday, June 4, 2019

PROCEEDINGS BY AUTHORITY
State of New York, City of Jamestown

The regular meeting of the Parks, Recreation and Conservation Commission of the City of Jamestown, New York, was held on Tuesday, June 4, 2019 at 5:00 in Jamestown New York.

Those present representing the Commission were:
Commissioner John Bauer
Commissioner Russ Diethrick
Commissioner Cindy DiNapoli
Commissioner Kim Ecklund
Commissioner Tamu Graham-Reinhardt
Commissioner Chris Prinzi
Commissioner Jim Walsh

Others Present:
Julia Ciesla-Hanley, Recreation Coordinator
John Williams, Parks Manager
Gary Mooney, Citizen

Absent:

Commissioner James Ventura

The meeting was called to order by Cindy DiNapoli.

Approval of Minutes of Previous Meeting.
A motion was made by Commissioner Bauer and seconded by Commissioner Graham-Reinhardt to approve the minutes of the April 2 and May 7, 2019 meetings. Carried.

Opportunity for Persons to Address Commission.
Gary Mooney – I moved to Jamestown in 2018. I’m a family entertainer and I wanted to introduce myself to the PRC. I’m impressed with the improvements in the city and wanted to offer my services as an entertainer. I addressed the Public Safety Committee yesterday. Mr. Mooney passed out a newsletter. Julia gave Mr. Mooney the Parks Facilities Use request forms for those looking at doing business in a park as well as information about fees required. Mr. Mooney was advised that he’s been advised by the City Attorney about this as well.

Reports of Committees and Projects.
Breakwater Update: John said the installation is on-going. The dolosses are being coated with LINE-X and the fall zone is being installed. Cindy DiNapoli asked if the dolosses are in position. John said they are. They arrive by semi and DPW used loaders to put them in place. The fall zone will be the same rubber that was used at the Chadakoin Park Playground. The ribbon cutting is set for Saturday, June 22nd.

Bandshell Performance Series: Julia said the announcement will take place tomorrow at Allen Park.

Summer Playground Program: Julia said Ryan Whisner has been hired as the Recreation Leader this year. He had worked for the program as a Recreation Attendant last year.

General Parks/Kayak Launch: John said crews are working hard to do clean up after the storm that went through. The equipment for the new kayak launch at McCrea Point Park will be ordered by Friday and supposed to be installed by July. John said there’s an article in today’s Post-Journal about that.

Veterans Park: John said a gazebo and 8-space parking lot will be going in. Crews have to take down 4 trees. It will be closer to Logan with parking along Harding. John said the Veterans Council said the grant is from former State Senator Cathy Young. Kim Ecklund said she wouldn’t be surprised if neighbors use that parking lot. Russ Diethrick asked if City Council will be reviewing the final plans. Kim said they would not be. John said the project hasn’t gone out to bid but there will be benches on the inside of the gazebo. He added there will be two cameras installed in the park.

Chautauqua Belle: The Chautauqua Belle paddleboat will be docked at McCrea Point Park for early Spring, come back for the Lucy Comedy Fest, and then return again in the Fall. John said they will be doing school trips too.

Good of the Order:
• World Series of Wheels is taking place Saturday, July 27th at Bergman Park. The rain date is July 28th
• Parks Commissioner Jim Walsh has moved outside the City of Jamestown and this will be his last meeting with the PRC. The PRC thanks Jim for his years of service.
