Downtown Jamestown Greenlining Loan Program

PURPOSE Business start-up, expansion/renovation, real estate and equipment acquisition
PROGRAM AREA Central business district
% PARTICIPATION 50% of total project cost

PURPOSE Business start-up, expansion/renovation, real estate and equipment acquisition
PROGRAM AREA Citywide
% PARTICIPATION 50% of total project cost

LOAN TERMS 5, 7 or 10 years, depending on collateral
INTEREST RATE 5% fixed

PURPOSE Loan assistance with installation of utilities (i.e. water and sewer) to new housing subdivision developments within the City
PROGRAM AREA Citywide
% PARTICIPATION Up to 100% of total project cost
MAXIMUM LOAN $100,000
LOAN TERMS 5 years only
INTEREST RATE 5% fixed

Jobs and Private Investment Loan Program (JAPI)

PURPOSE Business start-up, expansion/renovation, real estate and equipment acquisition
PROGRAM AREA Citywide
LOAN TERMS 5, 7 or 10 years, depending on collateral
Tier I Projects up to $1,000,000
% PARTICIPATION 35% Maximum
MAXIMUM LOAN $200,000
INTEREST RATE 5% fixed
ADDITIONAL DETAILS • Collateral must be project related fixed assets
• Personal and/or corporate guarantees required
Tier II Projects over $1,000,000
% PARTICIPATION 25% Maximum
MAXIMUM LOAN $350,000
INTEREST RATE 6% fixed
ADDITIONAL DETAILS • Collateral must be project related fixed assets
• Personal and/or corporate guarantees required

Downtown Artisan Development Loan Program

PURPOSE Development of artist studios, workshops, retail boutiques, etc.
PROGRAM AREA Central business district
% PARTICIPATION Not to exceed 80% of total project cost
MAXIMUM LOAN $50,000
LOAN TERMS 5-10 years, depending on collateral
INTEREST RATE 6.5% fixed
ADDITIONAL DETAILS • Applicant personal guarantee
• Loan also guaranteed by Civic Center Development Corporation or other entity to cover collateral gap (via a loan guarantee account)
• Collateral must be project related fixed assets, real estate, equipment, etc.

Downtown Technology Based Business Development Loan Program

PURPOSE To encourage technologically based businesses to development/relocate in the Downtown Central Business District. Eligible program expenses include property acquisition, renovations, advanced office equipment, high-speed Internet hookups, etc.
PROGRAM AREA Central business district
% PARTICIPATION 50% of total project cost
MAXIMUM LOAN $50,000
LOAN TERMS 5-10 years, depending on collateral
INTEREST RATE 5% fixed
ADDITIONAL DETAILS • Applicant personal guarantee
• Collateral must be project related equipment (real estate if available)

Downtown Restaurant Development Loan Program

PURPOSE Business start-up, expansion/renovation, real estate and equipment acquisition
PROGRAM AREA Central business district
% PARTICIPATION 60% of total project cost
MAXIMUM LOAN $60,000
LOAN TERMS 5-10 years, depending on collateral
INTEREST RATE 6.5% fixed
ADDITIONAL DETAILS • Applicant personal guarantee
• Collateral must be project related fixed assets (real estate if available)

Citywide Commercial/Industrial Fire Safety Upgrade Loan Program

PURPOSE To provide for upgrades to existing non-compliant sprinkler systems, standpipes and alarm systems in high density Central Business District commercial buildings and in existing industrial buildings citywide
PROGRAM AREA Citywide
% PARTICIPATION Not to exceed 75% of total project cost
MAXIMUM LOAN $30,000
LOAN TERMS 5-10 years, depending on collateral
INTEREST RATE 3% fixed
ADDITIONAL DETAILS • Applicant personal guarantee required
• Collateral must be project related (i.e. fixed assets, real estate, equipment, etc.)
• JLDC staff will work closely with the Jamestown Fire Department relative to potential candidates and referrals to the program
