Application for Parking Permits for Persons with Severe Disabilities
People with severe disabilities who need special parking arrangements may apply for a handicap-parking permit.
Requirements:
- There is no fee.
- You are eligible for a parking permit for the disabled if you are a New York State resident who has one or more severe disabilities that impair your mobility.
- Persons must live within the incorporated limits of Jamestown in order for the City Clerk’s Office to issue the permit.
- Only parking permits, not license plates, can be issued from the City Clerk’s Office.
- License plates are issued by the Department of Motor Vehicles.

Special Events Application
All special events applications are due 30 days prior to the start of the event or the fee for the event application increases based on how many days remain until the event.
Requirements:
- Event Sponsor Permit Fees:
- Non Profit
- 30 days or more prior to the event $100
- 15 days prior to the event $125
- 7 days prior to the event $150
- For Profit
- 30 days or more prior to the event $175 per day
- 15 days prior to the event $200 per day
- 7 days prior to the event $250 per day

- The application must be completed and accompanied by the appropriate fee (checks or money orders can be made payable to the City Clerk) and a certificate of insurance naming the City of Jamestown as additional insured for $1,000,000.

Special Event Vendor Application
All applications are due 7 days prior to the start of the event.
Requirements:
- Vendor Permit Fees
- $30 per day for each non profit vendor.
- $60 per day for each for profit vendor.
- Fees are waived for city-based vendors.
- The city takes no responsibility for the fees impossed by the event sponsor.
- Application must be accompanied by the appropriate fee.
- Application must be signed by the sponsor of the event.

Application for Fireworks Display
As a requirement under New York State Law and as a safety measure, the discharge of fireworks of any kind requires a permit through the City of Jamestown.
Requirements:
- The Application for Fireworks Display is contained within the Special Events Application listed above.
- If the fireworks display is NOT part of a special event, fees do not apply.
- Special event fees apply only if the fireworks display is part of the event. There are no additional application costs if a fireworks display is part of an event.

Banner Request Application
Banners may be displayed at designated locations in the city to promote events within the City of Jamestown.
Requirements:
- The hanging fee is $125, which can be made payable to the City Clerk.
- All applications must be submitted with an original signed insurance certificate naming the City of Jamestown as $1,000,000 additionally insured.
- Once you have requested to hang a banner and it has been approved you will receive further information as to when and where to drop off the banner.
- One banner per business/organization per year.
- Events sponsored by the organizations domiciled in Jamestown or held in Jamestown are given priority.
- If space is available 2 weeks prior, other events may be displayed.

Application for Alarm User Permit
Security alarms for homes and businesses that are designed to alert local police, emergency crews or are audible outside the building require a special permit.
Requirements:
- Fees:
- If permit is obtained at the time of alarm installation, no charge.
- If permit is obtained after alarm installation, $75 permit fee.
- There is a yearly permit renewal fee determined by the following criteria, the fees are cumulative:
- 0 to 2 avoidable alarms – no charge
- 3 avoidable alarms – $75
- 4 to 7 avoidable alarms – $75 each excessive use in this range
- 8 to 10 avoidable alarms – $125 each excessive use in this range
- 11 to 13 avoidable alarms – $150 each excessive use in this range
- 14+ avoidable alarms – $175 each excessive use thereafter
- Example: If there are 14 avoidable alarms called to a location the $75 fee for the first 3 alarms is applied. There is a charge of $75 each for alarms 4 through 7. A $125 charge each for alarms 8 through 10. A $150 charge each for alarms 11 through 13. And a $175 charge for alarm 14. The total for the annual permit would be $1,375.
- Application must include the names of one or more persons who can be reached at any time and who are authorized by the owner of the premises in which the system is installed to open the premises and secure the alarm.
